Elsie Budwig Elsie Budwig
President


Elsie Budwig is the founder and president of PERSONNEL by Elsie. She has been working in the employment services industry since 1979. It was in June of 1992 that Elsie decided to start her own company to help with Windsor's job market. Before finding her "niche" (as she calls it) in employment services, Elsie was a "Circle of Excellence" Manager for Avon Canada for 5 years. She also worked in a small number of administrative positions until she realized that she was most valuable and had a passion for working in a more "people-focused" business.

It is Elsie's belief that the true measure of PERSONNEL by Elsie is in the enormity of help and guidance that she and her staff provide to people when unemployment strikes. Elsie and her entire staff are committed to providing clients and candidates with quality staffing solutions and derive much pleasure from telling people "you got the job!"

Elsie also takes great pride in the fact that several top companies in Windsor and Essex County, continue to rely on PERSONNEL by Elsie for staffing requirements. Since its inception in 1992 many of our companies are still our valued clients.
Jim Gaffan Jim Gaffan
Business Developer/Executive Recruiter


Jim Gaffan has been a community-minded person for the majority of his life and has served on many boards, service clubs, and committees. Jim is currently the Chairman for the Essex Community Futures Development Corporation, Vice-Chairman of the Leamington District Memorial Hospital Board, and a member of the Committee of Adjustment & Property Standards for Kingsville, Ontario. His commitment and service to local organizations has proven his dedication to the Windsor-Essex County community and has garnered tremendous respect from those around him.

Before joining PERSONNEL by Elsie in 1995, Jim worked at Trillium Communications for fifteen years as the Technical Operations Manager. Whether it is for General/Frontline staffing or high-level Executive Recruitment, many of our clients return to Jim for his human resources solutions. Jim is a dedicated problem solver who takes his business relationships very seriously, which is reinforced by the extent of his clients' loyalty.
Laren Turner Karen Turner
Business Developer/Skilled Trades Recruiter


Karen Turner has been in the employment services industry since 1988. She was originally recruited and trained to work in a different employment agency in Windsor, Ontario, by Elsie Budwig. Karen decided to join forces with Elsie once again in 1994 at PERSONNEL by Elsie, where she continues today as the Business Developer.

After years of hard work and dedication to the needs of her clients and candidates, Karen has earned a reputation for being one of the top skilled trades' recruiters in the Windsor-Essex County area. Both clients and candidates are fiercely loyal to Karen and trust in her efficient managing to develop the right match between employers and their employees. She is also skilled at dealing with sensitive timelines and matters of urgency, which has been a great advantage for organizations working with PERSONNEL by Elsie.

Karen is an upbeat, loyal, and energizing person with whom to associate and do business. As a business developer at PERSONNEL by Elsie, Karen always presents optimism and determination to satisfy those in need of her help.
Elaine Chevalier Elaine Chevalier
Senior Staffing Coordinator


Elaine Chevalier has been with PERSONNEL by Elsie since 2000. Elaine's understanding and knowledge, from years of experience, has enabled her to secure placements for hundreds of candidates of all skill levels, from general to highly technical. Her intuitive ability to assess a candidate's skills and personality relative to a client's needs and corporate culture have aided her to effectively market candidates and create opportunities where they may not have otherwise existed. She successfully manages to fill positions for the most difficult and demanding division of our business, General Labour.

Elaine knows that there is a balance to assigning the right candidate to the right company. She feels that part of her responsibility while making a placement is to provide the candidate with all of the necessary tools to be successful. As a result, the successful placement creates ongoing business for PERSONNEL by Elsie as well as a long-lasting opportunity for the candidate. Above all, Elaine finds the fast-paced nature of her work both challenging and rewarding.
Laurie Reaume Laurie Reaume
Staffing Co-Ordinator


Laurie Reaume has been with Personnel By Elsie since 2009, she started out working our Afterhours Service, then to Reception, Admin /Clerical placement and finally General Labour recruiter in our Light Industrial Division. Recruiting gives Laurie the opportunity to meet new people with a range of skill sets and qualities to forward on to our clients for the perfect job placement. Employment recruiting is challenging , motivating and interesting but at the end of the day Laurie always leaves feeling rewarded when an applicant gets hired permanently by one of our clients thus reassuring her a job well done!
      Debbie Zimmerman
Staffing Co-ordinator, WSIB Administrator and Health and Safety Representative


With 17 years of experience working in an automotive manufacturing facility as a Quality Manager, Debbie Zimmerman brings a wealth of knowledge and familiarity of the challenges of finding employment in Windsor-Essex County. In addition to her experience as a Quality Manager, Debbie looked after ISO implementation, purchasing, and material planning.

At PERSONNEL by Elsie, Debbie has various responsibilities; she is an Administrative Staffing Co-Ordinator, she manages WSIB claims, and she is our Health and Safety Representative. Debbie's administrative experience in the automotive industry has helped her to better understand the culture of our clients businesses and ultimately their need for quality staffing solutions. Debbie is a very friendly and hard working individual that is always looking out for the best interests of both clients and candidates.
 Donna Joyal
Accounting Manager


Donna Joyal began her career with PERSONNEL by Elsie as a candidate, working on assignment as a temporary employee. She was a hard worker in every assignment she received and it became clear that she would be a valuable asset to have at PERSONNEL by Elsie. It was because of her experience and proven work ethic that she went from a job seeker to a permanent employee.

Donna's background in office administration and accounting have provided her the expertise to successfully manage one of the most important departments at PERSONNEL by Elsie from an employee's perspective - payroll.

She is a very friendly and approachable person that is always willing to help others. She conveniently works in our Windsor office where she is readily available to respond to inquiries from our candidates and clients.
